2014年英语专业八级口语与口译统测定于2013.12.7周六上午8:30进行，学院将于2013年11月27日下午15：30开始组织报名学生进行模拟测试，实考教室与模考教室相同，请考生记清自己的考场、座位号、准考证号，对号入座，具体考场安排见附录1。
现将口试相关内容及注意事项说明如下，请考生务必仔细阅读：
1、考试形式：
考试采用录音形式，考生在语言实验室根据录音考题的要求答题，录制下来后统一寄往指定评分点评分。
2、考试内容：
考试分三部分：（1）英译中、（2）中译英、（3）评论，时间共约25分钟。样卷见附录2。
（1）英译中所用的语音材料为外籍人士的讲话，涉及社会、政治或经济等方面的内容。讲话长度为2-3分钟，约300词，其中需要翻译150词左右。讲话的录音播放两遍。第一遍播放讲话的全文，目的是让考生初步了解口译材料的背景和大致内容，此时考生不需要进行口译。第二遍分段播放所需口译的内容。考生可以边听边做笔记。每段后有开始口译和停止口译的提示声。
（2）中译英所用的语音材料为中国人的讲话，涉及社会、政治或经济等方面的内容。讲话长度为2-3分钟，约400字，其中需要翻译200字左右。该项考试方式和步骤与英译中相同。
（3）评论的内容一般与国内外社会、政治、经济、科技等方面的热点问题相关。考试的要求以书面形式发给考生，考生准备4分钟，评论3分钟。
3、评分标准：
评分项目为5项：英译中能力、中译英能力、评论能力、语音语调及语法与词汇。口试成绩分为优秀、良好、合格与不合格4个等级。凡是成绩在合格（含合格）以上的学生均可获得全国高等学校外语专业教 学指导委员会颁发的证书。具体评分标准见附录3。
4、注意事项：
（1）请考生带好学生证或身份证。正式考试当天所有考生务必8:15前进入考场，第四和第五考场考生至S5-411等候，期间关闭通讯工具。8:20后迟到考生（包括四﹑五考场）一律禁止参加考试。模拟考试安排如下;一﹑二﹑三考场考生11月27号下午15：30进行，需15：15到场；四﹑五考场考生11月27号下午16：30进行，需16：15进场；教室与正式考试时相同。根据显示器上准考证号及姓名对号入座、按“确定”键登录、进行录音测试，迟到将不得入内。
（2）英译汉、汉译英各有5段话需口译，每段话后有20-30秒的空白时间。考生在听到提示声后，开始口译；当再次听到提示声时，则停止口译。之前或之后所说内容都将不被录入。
（3）第三部分评论在录音时间结束前，如讲完后还有任何补充，均可继续，直到录音提示考试结束为止。
（4）考生可带好笔，口译与评论时均可做记录。
（5）录音时，应音量适当、发音清晰，音量太低将影响得分。
（6）录音设备一律由监考人员和电教人员操作，不得擅自摆弄。考生如发现任何问题请及时与监考老师联系。

Some of you know that before I came to IBM, my background was much like yours. I was an IBM customer, a customer of the computer industry. I arrived at IBM with the firm conviction that this technology is one of those transformational technologies that comes along every hundred years or so and changes everything in society.
Today, in almost every industry in almost every part of the world there are many examples of enterprises applying information technology to increase their competitiveness. I think we're seeing this technology reach the point that all transformational technologies reach when they are no longer controlled by just a small group of skilled professionals.
Networking technology is still in its infancy, yet it has already reached the point where we can call it a new mass medium. Less than 5 years after the birth of the Internet, some 90 million people are online around the world, and that number will soon be hundreds of millions. Here inChina, the number of Internet users has nearly doubled since last October, and I've seen statistics that say your Internet population will exceed 7 million people by the year 2002.

Should Firecrackers and Fireworks Be Allowed
During the Spring Festival?
In many big cities, firecrackers and fireworks have been banned for a number of years because of safety and environmental concerns. Recently, however, some people have suggested that the government should lift the ban during the Spring Festival because, in their opinion, firecrackers and fireworks are an integral part of the traditional Chinese New Year celebration and, without them, the Spring Festival lacks a true festival atmosphere. Some cities have thus lifted the ban but many others have not. Suppose you were the mayor of a big city, where people's views on this issue could not be reconciled. What do you think the government should do? Please give reasons to support your ideas.
